When you can’t add the time-dependent workflow rule actions in salesforce?

time-dependent actions is not possible in salesforce, when the evaluation criteria is set as like below:

Evaluate the rule when a record is:
created, and every time it’s edited (You cannot add time-dependent workflow actions with this option)
